A Letter From Gov. Orman

State of Colorado,
Executive Mansion
Denver, May 21, 1902

J.B. Chapman, Chairman Board Co. Commissioners, Conejos:

Dear Sir-I beg to acknowledge receipt of petition signed by yourself and other reputable citizens of Conejos County, asking that a reward be offered by the State for the apprehension and conviction of the murder or murders of Perfirio Gallegos; and I beg to say that this matter referred to the Attorney General for an opinion, and I am advised by him that under the statutes I would net be authorized to offer a reward to exceed an amount of one thousand dollars, and also provided I was of the opinion that the character of the offense was grave enough, and if there was a fund from which it could be paid. I am now investigation what fund from which it could be paid, if any. I believe that the character of the offence is grave enough to warrant the offering of a reward, but I am somewhat doubtful if, under the provisions of the statue, there is a fund from which such reward could be paid.
